What does the plastic thing attached to the front wheels of cars do?
For many years, I've seen a plastic circular plate attached to the front wheels of cars. It's usually attached along side of the hubcap.
It's not a hubcap. It attaches to the outside of hubcabs and only on the front wheels.
Since you said hubcap. I am guessing you mean the plastic covers that are found on new cars?
This is just safety precautions for shipping purposes from the factory and the port of entry.
Otherwise it sounds like you are describing what would be found say on an old Corvette with wide tires and deep rims. But on the exterior of the rim is another rim. Normally just a few inches wide and chromed. This is called a beauty ring.
